For some materials safety stock is not planning in daily MRP.

After analysis understand that, if safety stock is assigned in the material by MASS transaction planning file entries are not created. Due that for those materials MRP is not calculating the safety stock during planning. Since we have not found any suitable OSS note for this issue advise to escalate to SAP. Document for SAP is given below.
